PH elected Vice President of UNIDO’s Industrial Development Board, highlights conference on Middle-Income Countries in Manila next year
Philippine Ambassador Permanent Representative Evangelina A. Bernas emphasized the role of middle-income countries and highlighting the Philippines' hosting of the 2025 High-Level Conference on Middle-Income Countries at the 52nd session of UNIDO’s Industrial Development Board
28 November 2024, Vienna - The Philippines was elected as one of the Vice Presidents of the Bureau of the Industrial Development Board (IDB) of the United Nations Industrial Development Organization (UNIDO) during its 52nd session on 25-27 November 2024.
Delivering the Philippine statement at the plenary, Ambassador and Permanent Representative Evangelina A. Bernas called on UNIDO to expand its engagement with middle-income countries (MICs) and promote sustainable industrial and economic development tailored to the MICs’ specific needs. “MICs are major engines of growth, contributing a third of global GDP, but are also home to 62% of the world’s poor,” she said. The Philippines will host the next High-Level Conference on MICs in Manila on 28-29 April 2025.
The Philippines urged UNIDO to submit its second Country Programming Framework (CPF) with the Philippines which aims to deliver development projects that align with the country’s national development plans such as the Philippine Development Plan 2023–2028 and AmBisyon Natin 2040. It also called for reforms within UNIDO to address critical governance issues that were reported through independent internal and external audits, and encouraged UNIDO to revisit its strategic priorities and strengthen its technical cooperation mechanisms to ensure the achievement of its mandate for inclusive and sustainable industrial development.
The Philippines reiterated its commitment to collaborate with UNIDO and its Member States to address global challenges and drive progress towards achieving Sustainable Development Goal 9 (to build resilient infrastructure, promote inclusive and sustainable industrialization, foster innovation). PH REAFFIRMS COMMITMENT TO ENDING GENDER-BASED VIOLENCE, HIGHLIGHTS TRACK-RECORD ON WOMEN ADVOCACY

Vienna, November 22, 2024 – The Philippines reaffirmed its enduring commitment to end gender-based violence and highlighted its track-record in gender equality and women empowerment at a high-level event at the Vienna International Center, commemorating the International Day for the Elimination of Violence Against Women and the 30th Anniversary of the Beijing Declaration and Platform for Action.
As a panelist, Ambassador and Permanent Representative Evangelina A. Bernas stated that gender equality and women empowerment is rooted in the Philippines’ heritage, achieving notable progress in safeguarding women's rights and protecting them from violence through the country’s laws.
“Through the decades, the Philippines passed landmark legislation to combat violence against women, including anti-sexual harassment, anti-rape, anti-trafficking in persons, anti-violence against women and children, and the Magna Carta on Women,” said Amb. Bernas.
Ambassador Bernas noted, however, that gender equality remains unfinished all over the world. She said, “While these policies and laws provide a robust legal framework for protecting women in the Philippines, violence against women still persists. According to the Philippine Statistics Authority, in 2022 17.5% of Filipino women aged 15-49 experienced some form of physical, sexual, and emotional violence from their intimate partners.”
She also outlined the Philippines’ gender-focused protection for overseas Filipino workers as well as how all Philippine government agencies allocate a minimum five percent of their budgets for gender and women’s development programs.
The high-level dialogue was jointly organized by the Commission on Narcotic Drugs (CND) and the Commission on Crime Prevention and Criminal Justice (CCPCJ) of the UN Office on Drugs and Crime (UNODC) and attended by Austria’s Minister for Women and Integration Susanne Raab and UNODC Executive Director Ghada Waly.
