Requirements


Filipino citizens intending to marry outside the Philippines must apply at the Philippine Embassy for a Certificate of Legal Capacity to Contract Marriage (CLCCM).

The following must be submitted to the Embassy:

  1. Personal appearance
  2. Accomplished application form;
  3. Valid Passport of applicant, original and photocopy;
  4. Birth Certificate of the applicant, original and photocopy;
    • Philippine Statistics Authority (Formerly known as NSO)
    • Apostilled by the Department of Foreign Affairs (DFA). 
  5. Copy of fiancé/fiancée’s valid passport
  6. Certification Fee: €27.50
    • Additional € 27.50 (with German translation)               

If the applicant is SINGLE, submit a Certification of No Record of Marriage, original and photocopy 

  • Philippine Statistics Authority (Formerly known as NSO)
  • Apostilled by the Department of Foreign Affairs (DFA).      

Note: PSA issued CENOMAR must not be older than 6 months.  

If the applicant is WIDOWED, submit original or certified true copy (with photocopy) of spouse’s Death Certificate & Marriage Contract, original and photocopy

  • Philippine Statistics Authority (Formerly known as NSO)
  • Apostilled by the Department of Foreign Affairs (DFA).

If the applicant’s marriage has been ANNULLED, submit the Court Decision and Certificate of Finality, certified as true copy by the Clerk of Court, and authenticated by Department of Foreign Affairs (DFA) – Authentication Division, original and photocopy.

  • Applicant must also submit an ANNOTATED MARRIAGE CONTRACT, original and photocopy
    • Philippine Statistics Authority (Formerly known as NSO)
    • Apostilled by the Department of Foreign Affairs (DFA).    

If the applicant is DIVORCED, submit the Court Decree, original and photocopy, with English translation, subject to Article 23 of the Philippine Family Code. Court Decree should be Apostilled by the issuing government.

  • Applicants must also submit the COURT DECISION AND CERTIFICATE OF FINALITY, certified as true copy by the Clerk of Court, and Apostilled by the Department of Foreign Affairs (DFA)
  • Applicant must also submit an Original and photocopy of an ANNOTATED MARRIAGE CONTRACT or ANNOTATED REPORT OF MARRIAGE (if married abroad),
    • Philippine Statistics Authority (Formerly known as NSO),
    • Apostilled by the Department of Foreign Affairs (DFA).    

If the applicant is from the age of 18 to 20,

  • If Parents are in the Philippines - Submit a notarized Affidavit of Parental Consent, authenticated by the Clerk of Court of the place where the notary public is registered.  The affidavit should also be Apostilled by the Department of Foreign Affairs (DFA).    
  • If Parents are in Austria, Croatia, Slovakia and Slovenia - Execute an Affidavit of Parental Consent at the Philippine Embassy in Vienna.  Personal appearance of the parents is required.  Affidavit Fee: €27.50
  • If both parents are dead, submit certified true copy of Death Certificate of both parents and affidavit of guardianship. The Death Certificate should be Apostilled by the Department of Foreign Affairs (DFA).

If the applicant is from the age of 21 to 25,

  • If Parents are in the Philippines - Submit a notarized Sworn Statement by the parents that parental advice was given, authenticated by the Clerk of Court of the place where the notary public is registered.  The affidavit should also be authenticated by the Department of Foreign Affairs, Manila (Authentication Division).
  • If Parents are in Austria, Croatia, Slovakia and Slovenia - Execute a Sworn Statement at the Philippine Embassy in Vienna.  Personal appearance of the parents is required.  Sworn Statement Fee: €27.50
  • If both parents are dead, submit certified true copy of Death Certificate of both parents and affidavit of guardianship. The Death Certificate should be Apostilled by the Department of Foreign Affairs (DFA).
